You asking question that you've answered yourself. You bought dongle for HCU + DC-Phoenix. It works on HCU and DC-Phoenix.

I do not know what this windows is, it's not ours so you came to wrong place to ask about it. To open dc-phoenix you double click on dc-phoenix.exe file to launch software. Then either log in using user account if you have it or it will connect you automatically if dongle is activated for dc-phoenix/HCU.

If you want to use username/password then disconnect dongle from pc so DC-phoenix won't detect it instead.
